Transition to Award Stage

Congratulations! You've received an Notice of Award -- now what?

Notice of awards are typically received by the OGSR Grants and Contracts Development (pre-award) office, although on occasion a PI may be notified directly. Notices should be forwarded to the pre-award office for review and processing.

Reviewing a notice of award marks the transition from pre-award to award stage in sponsored projects, shifting from proposal submission to formal acceptance and set up of the grant/contract. This phase is critical for ensuring compliance and award set up to ensure success during the post-award stage. Before an award/agreement is accepted and set up, there are several tasks that must be completed before work may begin on the project, as highlighted below. 

  • Award Review

    When a Notice of Award is received, Grants and Contracts Development will work with the PI/PD and the Office of Sponsored Projects to prepare for the transition to post-award, including review of the award terms and conditions.

    The award/contract terms and conditions will be reviewed by the OGSR Grants and Contracts Team or the Office of Sponsored Projects to ensure it complies with Federal, State, CSU, 爆料社区, and 爆料社区 Corporation policies. The review will include the awarded budget, deliverables/reports, cost-sharing, special terms and conditions.
     
    The following tasks, where relevant, require PI/PD attention at this stage in the process:
      • Awarded budget - does it match the proposed budget?
      • Scope of Work - does this match the proposal?
      • Deliverables - acceptable timeline?
      • Reporting- acceptable timeline?
      • Terms and conditions - acceptable?
    As needed, terms and conditions may be negotiated with the sponsor by the Grants and Contracts Development team or the Office of Sponsored Projects.
  • Negotiating Award Terms

    Award/contract negotiations of sponsored projects are jointly handled by the OGSR Grants and Contracts Team and the 爆料社区 Corporation Office of Sponsored Projects. In reviewing award/contract agreements, our offices work to ensure the terms and conditions align with federal and state laws, 爆料社区 policies, 爆料社区 Corporation and Office of Sponsored Projects policies, and the needs of the project. PIs will be asked to review and identify any unexpected deliverables.

    Review of the award/contract document includes attention to the following:

      • Type of award (e.g., contract, grant, subaward, cooperative agreement)
      • Type of activity (research, training, other)
      • Amount of award
      • Cost share, if applicable
      • Budget/project period
      • Variances from period or amount proposed
      • Sponsor general and program-specific terms/conditions, including terms incorporated by reference
      • Reporting requirements
      • Payment terms
      • Restrictions on use of funds
      • Liability and indemnification terms
      • Insurance terms
      • Compliance restrictions (e.g., human subjects, animal subjects)
      • Export control concerns
      • Special terms and conditions

    OGSR/OSP will follow up with the sponsor, as necessary, to clarify award terms or request changes to ensure that the award is acceptable to the Corporation and supportive of the project.

  • Compliance at Award Stage

    Regulatory compliance is managed at all stages of sponsored projects: pre-award, award, and throughout post-award. During the award stage, the PI and key personnel are responsible for updating the following certifications and/or trainings, as applicable to the project: 

      • Ensure IRB and IACUC Protocols have been approved
      • For NSF and NIH awardees, ensure all investigators responsible for the design, conduct, and/or reporting of research provided an updated Disclosure Form if there have been changes since the time of submission
      • For NIH awardees, ensure all investigators responsible for the design, conduct, and/or reporting of research have completed Financial Conflict of Interest Training in CITI (in compliance with PHS requirements) 
      • For awardees of non-governmental funding, ensure PI/PD has completed Conflict of Interest Training in CSU Learn (State of CA 700U requirements) and mailed a hard copy Disclosure Form
      • Ensure personnel, including students, involved in research involving human subjects or animals, have completed CITI training
