Guidance for Campus Encounters with Immigration Officials

What to do if a student, faculty or staff member is approached by an immigration officer or learns that an immigration officer has entered the campus to execute a federal immigration order? 

The immigration officer(s) should be:
  1. Physically directed to University Police to validate the request (University Police Department, Public Safety Building, 425 La Moree Rd) OR
  2. Report the activity by calling University Police at 760-750-4567.

Guidance for Interactions with Law Enforcement on Campus

  • General Instructions
    • Respectfully let the officer know that you are not obstructing their process, but that you must contact University Police to obtain further direction.
    • The University Police Department is the ±¬ÁÏÉçÇø designee for verification of any judicial warrants.
  • Restrictions on Entry
    • University employees may not give consent to entry of nonpublic ±¬ÁÏÉçÇø facilities or portions thereof.
    • University employees may not give consent to law enforcement to enter campus residential units.

  • Privacy and Confidentiality
    • Employee, student and personally identifiable information in university records are protected by a variety of privacy rights and university policies–including the Family Education Rights & Privacy Act [FERPA] and privacy rights of personnel records. University employees are required to maintain the confidentiality of personal and personally identifiable information, and records containing such information. Employees shall refrain from disclosing personal information about students, faculty and staff including student employees, except:  
      • With the consent of the person identified, or if the person is under 18 years of age, with the consent of the parent or guardian of the person identified 
      • As may legally be disclosed under state and federal privacy laws 
      • For the programmatic purpose for which the information was obtained 
      • As part of a directory that does not include residence addresses or individual persons’ course schedules and that the person has not elected to opt out of 
      • In response to a judicial warrant, court order or subpoena (must be verified by the University Police Department.
