State University Grant (SUG) Policy

The State University Grant (SUG) provides need-based tuition assistance to eligible students, helping ensure access and affordability for those with the greatest financial need.

To qualify, students must:

  • Be California residents or meet AB 540 exemption
  • Be enrolled at least half-time in a state-supported program
  • Be pursuing a first bachelor’s, master’s, or credential
  • Demonstrate financial need and meet academic progress standards
  • Have a Student Aid Index (SAI) below 50% of the university’s off-campus cost of attendance
  • Not receive other tuition-specific aid (e.g., Cal Grant Fee award)

Priority Students

First priority is given to students who:

  • Have a low SAI ($3,250 or less for undergrads; -$1,500 or less for postbacs)
  • Are Cal Grant B recipients without a Cal Grant Fee award
  • File their FAFSA or CADAA by the March 2 priority deadline
  • Have not received other tuition-designated grants or scholarships

Important Notes

  • SUG funds are limited and allocated annually
  • Students must complete Cal Grant verification before receiving SUG
  • SUG cannot be awarded at one CSU while using Cal Grant at another

SUG Tuition Award Amounts

Students with the highest financial need receive a minimum SUG award that covers full tuition, as long as no other tuition-specific aid is applied.

  • Undergraduates: SAI ≤ $3,250
  • Post-baccalaureate students: SAI ≤ -$1,500

Maximum Awards

SUG awards cannot exceed:

  • The student’s financial need for the term
  • The tuition charged for the enrolled term(s)
  • Combined aid from all sources

Partial SUG awards may be given if other tuition aid (e.g., Cal Grant) doesn’t fully cover tuition.

SUG Cost of Attendance (COA) Awards

Undergraduates may receive up to $5,000 in COA awards, based on financial need. Students receiving tuition-specific aid (like Cal Grant) can still qualify for COA awards.

Summer SUG Awards

For state-supported summer sessions:

  • Priority goes to students enrolled half-time or more
  • Less-than-half-time students may be considered
  • Students must meet all other SUG eligibility criteria
  • Self-support summer sessions are not eligible

SUG Unit Limits

Undergraduate Students

  • Max units: 150 semester / 225 quarter units
  • Exceptions:
    • Programs exceeding 150 units may allow up to 125% of required units
    • One-term appeals allowed with documentation of graduation plan
  • Transfer students:
    • ≤75 semester / 113 quarter CSU units allowed
    • Prior CSU units count toward transfer totals, not CSU unit limits

Credential Students

  • Limit: 30 earned units
  • If program exceeds 30 units, SUG may cover full required length

Graduate Students

  • Limit: 125% of required program units

Special Considerations

Students pursuing a second bachelor’s degree may be eligible only if enrolled in high-need fields:

  • Nursing
  • STEM disciplines (e.g., Agriculture, Biology, Engineering, Math, Physical Sciences)
  • SUG awards are limited for second BAs to earned units that do not exceed the required length of the program
