    High-Level Prioritization Process
    1. Facility Assessments - Building systems and infrastructure are evaluated to identify conditions, risks, and renewal needs.
    2. Subject Matter Expert Review - Facilities professionals and technical experts review identified needs and validate scope, urgency, and impact.
    3. Funding Alignment - Projects are evaluated against available state, campus, and other funding opportunities.
